TE Program Structure, Policies, and Procedures
  • TE program structure: The program is run through a state-level TE Office. The state uses a competitive selection process, and TE funds are distributed directly by the state TE Office.

  • Who is eligible to apply: Municipality, County, State agency or Tribe.

  • Application information: Applicants must submit a pre-application form with the TE activity type, a project name/description and location, total project cost estimate, amount of TE funds requested, and an identification of ownership of right-of-way and/or property. The pre-application and application forms are available online and in print. The TE Office offers application training at multiple sites in the state.

  • Application timeline: The project selection cycle occurs every year. The next call for projects will be in December 2012.

  • Application components: Project narrative and budget.

  • Selection criteria: The state considers applications for all 12 TE categories, and uses geographic location as the selection criterion.

  • Application tips: The TE program funds project design, engineering, and construction. A detailed project description with a detailed cost estimate, and identification of right-of-way and/or property ownership could improve chances of selection.

  • Is there an advisory committee?: Yes, but the committee serves in an advisory capacity only. Final decisions are made by the NDOT Director.

  • Advisory committee members:

  • Project award minimum: $25,000

  • Project award maximum: $650,000

  • Typical local match: 5%

  • Matching policies: The state accepts in-kind match for services and materials, with prior approval from NDOT and FHWA.

  • Once your project is funded: State policy requires that a project must be programmed and bid within two years, but does allow for an extension with documentation of need. Projects are monitored during the design and construction phases, and following completion, are randomly surveyed to assess maintenance of facilities and appropriate use as per the project agreement.
